Idea of creating Juvenile Center appeared under UN experts' influence

The Juvenile Center has opened in Rostov. The idea of creating such a center appeared when the regional branch of the Judicial Department launched the "Facilitating Justice Towards Minors" Project.

The project was worked out by UN experts, reported Oleg Stepanov, chairman of the Regional Specialists' Association to Advocate Judicial and Legal Reform and Juvenile Justice.

"Successful experience in the administration of justice towards minors that has been gained in the regions shows the necessity to work out and pass on the federal level the whole number of acts so that to form the juvenile justice. A system of specialized juvenile courts is to become a part of it," said Mr. Stepanov.
